The Odisha Cabinet approved many measures on Monday, including the establishment of ‘SWAYAM’ for interest-free loans up to Rs 1 lakh to rural jobless youth and entrepreneurs looking to develop their businesses.

In anticipation of the upcoming elections, the Odisha government has chosen to introduce a new programme called Swathantra Yuva Udyami (SWAYAM) that would provide a bank loan of Rs one lakh without interest to encourage young people in the coastal state to work for themselves.

The state government would provide adolescents without jobs between the ages of 18 and 35 with interest-free bank loans up to Rs 1 lakh. The new programme aims to support young people in starting new businesses or growing their current ones.

Chief Secretary PK Jena said on Monday that a proposal in this respect was accepted by the state Cabinet, which is led by Chief Minister Naveen Patnaik. The government would use its funds to the tune of Rs 448 crore to implement the plan. According to Jena, the programme will last for two years.

At the meeting that Chief Minister Naveen Patnaik chaired on Monday at the Lok Seva Bhawan here, the state Cabinet accepted 26 recommendations. 

Eligible adolescents between the ages of 18 and 35 who live in rural regions may apply for loans under SWAYAM or Swatantra Yuva Udyami up to Rs 1 lakh to begin or expand existing businesses.

“Any youth who are unemployed in rural areas or who do not have any outstanding loans for the same purpose from any Central or state government-sponsored schemes within the age group of 18-35 years (18-40 years for the special category) and who wish to start or expand a business will receive interest-free bank loans up to Rs 1 lakh for their project,” stated official sources.
