New Texas Laws 2024: Key Points, Changes & When will it come into effect?

Thirty new state laws will take effect on January 1, 2024, including Texas’s anti-DEI law and more than a dozen tax-related regulations. The new legislation includes diversion plans for minors accused of offences, new regulations for internet notaries, and specialty licence plates.

New Texas Laws 2024

Many measures enacted during the 88th legislative session, which included five special month-long sessions in addition to the traditional spring session, will take effect at the beginning of the upcoming year, capping an exhausting year for Texas lawmakers.

These rules, which will take effect on January 1st, range from tax exemptions and new penalties for electronic cigarette makers to a new specialty licence plate and a diversion program for at-risk adolescents.

New Texas Laws 2024 Key Points 

There are several bills from the Texas Legislature that go into effect next month that you should be aware of as we approach the new year. On January 1, 2024, the following laws will come into effect:

• The subject of HB 456 is the exemption of particular interests in a mineral that are owned by certain charitable organisations from ad valorem taxation.
• The Property Tax Code’s requirements for information dissemination are addressed in HB 1228.
• The responsibilities and training of a taxpayer liaison officer for an appraisal district are covered under HB 1285.
• The subject matter of HB 2354 is whether land transferred to a surviving spouse retains its qualifying open-space status for the purposes of ad valorem tax appraisal.
• HB 3186 authorises fees and deals with juvenile diversion programs and processes for minors accused of specific fine-only offences in municipal and justice courts as well as connected criminal justice problems.
• The purpose of HB 3273 is to notify the public when information about property taxes is available online.
• HB 4500 deals with health benefit plan issuers’ computerised verification of health benefits for certain doctors and healthcare providers.
• HB 4645 deals with the exclusion from ad valorem taxes of certain real estate that is utilised to build affordable or moderately priced housing.
• HB 4758 pertains to the outlawing of specific e-cigarette goods and makes it a crime.
• SB 1577 pertains to the Texas Real Estate Research Center, the Texas Real Estate Commission, the Texas Real Estate Research Advisory Committee, and the Texas Appraiser Licensing and Certification Board; it also authorises payments and increases fees.
• SB 1780 has to do with notarizations done online.
• The computation of a taxing unit’s unused increment rate is the subject of SB 1999.

What changes will go into effect once the New Texas Laws 2024 goes into effect?

In 2024, Texas will implement about thirty laws, including two contentious ones that forbid diversity initiatives at public universities and give state judges the authority to deport immigrants. 31 laws, including the prohibition on diversity offices, will go into force on January 1.

The franchise tax exemption will increase to about $2.5 million as part of the $18 billion property tax relief plan that was passed earlier this year. Consequently, 67,000 small and medium-sized enterprises will no longer be required to file a franchise tax return or pay the franchise tax. 

Another new regulation will strictly prohibit selling e-cigarettes to underage consumers. Businesses or people who market, advertise, or sell e-cigarette goods to minors by using cartoon characters, celebrities, or representations of candy or juice will be guilty of a class “B” misdemeanour. 

When will the New Texas Laws 2024 come into effect?

On January 1, 2024, a total of 30 bills approved by the 88th Texas Legislature will become operative. 

After the normal legislative session concluded on May 29, 2023, the majority of new laws were passed. In order to discuss further legislation, Governor Greg Abbott also convened four special sessions. A portion of the laws will go into effect on January 1.
